On October 25, the book “France and European Defense in the Post-Cold War Era: The Thread of Ariadne (1991-2001)” was published by Presses Universitaires de Rennes.
Its author, Guillaume de Rougé, is a lecturer and researcher in international relations at the École Navale (IRENAV), specializing in European defense and security. After completing a doctorate at Sorbonne Nouvelle (2010, under the supervision of Professor Frédéric Bozo) and a post-doctorate in the United States, he was appointed project manager for US defense policy and forecasting, then on NATO defense planning within the DAS/DGRIS of the Ministry of Defense (2011-2016), a researcher at CIENS (2018-2019), and then a lecturer at the Catholic University of the West (2019-2024).
Guillaume de Rougé’s book, with a preface by Frédéric Bozo, offers a unique historical analysis of the construction of European defense as a central component of French foreign policy since 1989: from the Gulf War, through the Maastricht Treaty negotiations and the crises in the Balkans, to the birth of the European Security and Defense Policy (ESDP).
It provides valuable insight into the challenges posed by Russia’s invasion of Ukraine and its consequences for France and the EU, as well as for NATO and transatlantic relations.
