Cyber conflictuality: new conflicts in other theaters, or new theaters of the same conflicts

The first two decades of the 21st century, marked by the increasing digitization of societies and economies, have seen cyberspace assert itself as a new field of strategic confrontation, where the revival of geopolitical competition between states is reflected. By multiplying the “gray zones” that blur the scope and definition of warfare, cyberspace is becoming the theater of a new form of conflictuality, raising specific challenges: how can we respond to incidents that often fall below the threshold of armed force? How can we prevent the risks of escalation and armed conflict that can arise from a cyber incident? How can we develop standards to govern the conduct of states in cyberspace? How can we effectively combat the proliferation of cyber weapons?

This seminar will enable students to discover or deepen their understanding of the cyber domain, while exploring the new and persistent dynamics of cyber conflictuality, and addressing international efforts to regulate this conflictuality. By the end of the semester, students will be able to understand the geopolitical dynamics of the cyber field, analyze the evolution of cyber conflictuality and the international regulatory mechanisms at work.
